He further alleged that even after 68 years of attaining independence, it is pity to note that citizens of the country are still struggling to prove their identity and added that government must promise the citizens that details, informations provided in the ‘Aadhar card’ or any other card should not be disclosed to any other nation, private agencies or anti-social elements in view of avoiding undue advantages and exploitation by the third parties and must be kept confidential, he said.

He also said that it is desirable that government must constitute an independent department, which may be named as ‘Card Issuing Authority of India’ with branches across state and union territories, in order to issue cards such as voters ID card, ration card, Pan card and NPR etc.

Hegde, further urged for the simplified procedures in the issuance of cards and said that cards must be issued by the local authorities under the surveillance of card issuing authorities of India and must be available through single window mechanism, he added.

Every new born child of the Indian citizen must be given mandatory citizen identity card at the time of issuing birth certificate, he added.
