Permanent orders of promotion issued for 217 inspectors.

Mangaluru, December 29: MLC Ivan D’Souza informed that, 217 persons who were promoted from post of Inspectors to DySP/ACP post in the State police department and were on temporary service, were issued orders of regularising their services.

Addressing a press meet in the city at his office situated at the Mangalore City corporation here on Monday, he said; as per rule number 32 of KCSR, on the promotion basis, the police inspectors were appointed as DySP and ACP on temporary basis. But while these police get retired from service as their job was not made permanent or in relation to the court trials in certain cases, there are possibilities of cases getting dropped as there are no permanent orders of their promotions. Hence in the last session, a question was presented to draw the attention on this, he said.

MLC Ivan D’Souza said, Home Minister Dr G Parameshwar, in reply to my question has said, although there is direct recruitment procedure for the post of DySP, delays are occurring in it and after the selections; as their services will be available only after two years after completing their training, for the smooth functioning of the law and order, controlling the offences and to take up investigations; officers of the rank of DySP and above can investigate such cases. The officers have been temporarily serving as SPs  mainly owing to the rule that only an officer who has underwent special training for two years can be elevated to the rank of DySP, said  Ivan.

When the promotion positions are available, the temporary posts will be made permanent.

At present proposal of giving promotions to DySP posts for the 23 members of Hyderabad Karnataka group and 194 members of other groups are placed before the government and appropriate measures will be taken as per the rules after inspection, he informed. On December 17th, government has issued permanent orders on this. As per the orders, Udaya M.Nayak- working at Mangaluru city traffic sub division; Tilakchandra K of Central sub division, Madan A Goankar of North sub-division, Bhaskar Rai N.G of DCRB and others have received the permanent orders of the promotion, he said.
