Mangalore, August 30: A non-bailable warrant has been issued by the third JMFC court against Prakash, former sub-inspector (SI) of Mangalore rural police station, on charges of harassing three persons four years ago by forcibly getting their genital hair removed. The court also ordered the concerned police station to collect Rs 10,000 as personal bond from him.

The residents of Adyarpadavu near Neermarga Mr Justin Vas, his son Mr Joel Vas and Mr Gangadhar Shetty, , had been summoned to the police station on January 2, 2010 over a complaint relating to a land issue and had allegedly been subjected to atrocities by SI Prakash. The trio had alleged that the SI had made them undress in the police station and got their genital hair removed forcibly behaving in a inhumane way.

Apart from the torture, Prakash is said to have filed five false cases under crime no 30/2010, 139/2010, 196/2010, 110/2011, and 112/201 against them. Following the incident, the trio had approached the State Human Rights Commission which had filed a case based on the report of DCP Ramesh and duly instructed Prakash to compensate the three with Rs 25,000. They claimed that Prakash had refused to pay this amount and that he filed a writ petition in the high court to justify his act.

Even though the case has been going on, it is said that SI Prakash has not appeared before the court till date. Even on Thursday August 28th, he failed to appear. Hence the third JMFC court issued a non-bailable warrant against sub-inspector.

On behalf of the plaintiff, advocate Dinesh Hegde Ullepadi is arguing the case. He said that the next hearing will be on October 10th.
